Gowanus 13th sts-9th sts/2nd ave, especially 10th st btwn 2nd and 3rd

My project idea is...

Install speed bumps on 10th st (a no truck zone), as trucks, busses speed dangerously down the street, avoiding 9th st traffic. 2nd ave between 12-9th sts have no traffic lights, crosswalks, stop sign

So that people could... 

Give the residents and pedestrians 2nd ave and 10th sts safety for their children and other family members. This is a designated no truck block, which is blatantly ignored
