My idea to improve this place

Annual Texas Food Truck Festival. Food trucks would line up along Commerce (Alamo to Main Plaza) , accompanied by live music and children's activities. San Antonians love a good festival!

So that people could... 

1. Get exposure to the popular Food Truck movement that is gaining popularity across the country. Having a central gathering of Food Trucks is something that other Texas cities have not yet done.
2. Be introduced to downtown San Antonio in a new way. This would take visitors' focus from the Riverwalk to the street level.

Because I want San Antonio to be...

traveled on the street level. Tourists and even native San Antonians think of the "nice part" of downtown as being solely the Riverwalk. With more of an emphasis on storefronts at the street level, we can alleviate some of the foot traffic on the Riverwalk, and make street-level a more friendly environment.

Yes, great. It would be better to have mobile food trucks in/around downtown than have them in the far north side at the boardwalk on bulverde(few residential areas and no foot traffic)

Food trucks in the mid/down/southtown areas would be a HUGE improvement over their current location at the Boardwalk on Bulverde.

My mother just started a food truck business and this kind of exposure would be great! A great location would the the Institute of Texan Cultures - a setup like Folklife Festival?
